I don't see those types of laws as "setting the standard".  Setting the 
standard means establishing a legal measurement system for all actions just 
like we have one currency for the whole country.  The standard would be set via 
a weights & measures act (WMA).

The article you recommend to Jerry *falsely* states that Congress "never" acted 
to set W&M for the US.

There are many Acts of Congress and (by delegation of authority) regulations by 
the DoC, FTC, USDA, FDA, BATF, and EPA that "set" (prescribe, specify, 
designate, or control) units of measure to be used in the US.
