The article you recommend to Jerry *falsely* states that Congress "never"
acted to set W&M for the US.

There are many Acts of Congress and (by delegation of authority) regulations
by the DoC, FTC, USDA, FDA, BATF, and EPA that "set" (prescribe, specify,
designate, or control) units of measure to be used in the US.
