Dear Gene,

I'm having trouble with the first five words, 'To regulate interstate and facilitate global commerce …' as they simply don't make much sense to me. Maybe they are written in legalise, a language with which I am unfamiliar.

Do you think we could try something like: 'To regulate and to facilitate interstate and global commerce by preventing the use of unfair or deceptive methods of packaging or labeling of consumer commodities distributed in such commerce.'
