I feel the same like you, and I can't just get it. The medieval units are to be 
continued in this very high tech environment. These units can only be used in 
high tech applications, because they are second hand metric (Mendenhall Order 
1893 and the 1959 Agreement). The inch used before 1893 would never have been 
suitable for such applications.
One can bet that ESA, the Russians and every other space agency will not be 
pleased by this news. I think that Lockheed Martin as a major contractor has 
everything to do with this.
It is a new program and starting it with metric from the outside would have 
reduced costs greatly.
