It is not a metric issue. It is an issue with hours. The hour is an awkward time unit because it does not relate simply to anything.

1 h = 60 min
1 h = 3600 s
1 h = (1/24) day

Any efforts to keep the hour are doomed to continue presenting awkward and difficult unit combinations and calculations.

We DO need a time unit larger than the second and shorter than the day.
We have one. It is the kilosecond.

It may be impossible to eliminate the hour in favor of the kilosecond, but the question is NEVER A METRIC ISSUE. It is a problem with the hour.
