Every time I fill in the application I use centimeters only and have never
had anything come back. I wrote to the Department of State about this
probably in 2001 when I got my last 10 year passport. I also pointed out he
requirement for a photo the dimensions of which were in inches only. Bit of
a nuisance if you live outside the US and there are no inch rulers around
(which there are not in my house).

Subject: [USMA:46362] US passports
My wife and I will be applying for US passports soon. There is an online
form I can fill in or I can download a form and fill it in by hand. I see
no specific, item by item directions.
The application requires a statement of height. Will the US Dept. of State
accept that in meters? Does anyone here have experience with that in the
U.S.?
I see no requirement to list mass ("weight").
