.21889 inches is basically .22 or a 22 caliber bullet (at least in the 
US).  Caliber is usually the diameter of the bullet in inches, normally 
referred to without the decimal point.  An M-16, or any other modern 
military gun, would be designed to optimize things such as the weight of
 the gun and the ammunition, stopping power, the action of the bullet 
when hitting flesh, imparting maximum energy to the target (instead of 
passing through), and a host of other factors.  Guns are not designed to
 accept a round unit bullet, the size of the bullet is determined by 
desired performance. The result is usually odd unit dimensions in both 
inches and mm.
