I said "approximately". For the purpose I use the number most (which is 
deciding whether to use the delta or the bearing and distance when plotting a 
curve), I use the loose approximation 200000. The angles I deal with are 
given in degrees, minutes, and seconds, not huge numbers of seconds, so I 
convert them to decimal degrees, then to radians, and usually need to do this 
only when there is neither a delta nor a chord bearing.
