It's an uphill battle. Probably the best way to do it as far as I can tell, is 
to have written into the purchase contract that they will order a km/h 
speedometer/odometer (from Canada, most likely), pay them to install it before 
you take delivery. Give them a deposit, but refuse to pay the final due until 
they comply with the above or refuse to take delivery.  This also gets around 
the tampering with odometers law and your warranty which is based on the 
odometer reading. If they installed the speedometer they know what the mileage 
was on delivery, they have to put a sticker on the driver door stating the 
original miles (which is only a couple of miles if new).

I've bought 2 new vehicles, one a Toyota Tacoma pickup and had them change the 
speedometer before delivery. It's an uphill battle because some of the sales 
people will refuse your request. Find another dealer. One consequence of this 
is I intend to keep the vehicles until they are dead, I don't like dealing with 
some of these car dealers.

It's illegal to buy a new car in Canada and import it into the US, it is OK to 
buy a used car in Canada and import it into the US, trouble is they have high 
taxes in Canada which have to be paid on a new car. This makes it very 
expensive to have someone buy a car and then sell it to you as used.
