It sounds like you are dealing with "Jobsworths" at all levels.  If you ask the 
appropriate government official, then "the job can't be done" - it is more than 
their job is worth to help you acquire such a vehicle.  However, once your 
vehicle is having its annual inspection, it is not part of the job 
specification of the inspector to inquire how you obtained a km/h speedo (or it 
is not on the list of tick-boxes).

Virginia, I don't even think they realize it's km/h.
