As you probably know, the Measurement Language of World Trade and Commerce is 
the "International System of Units (SI).

Most manufacturing for Global Markets is done in Units of Measurement from the 
SI.  For example,
Almost all automobiles, trucks, agriculture and earth-moving machinery are made 
to SI specifications, including those made in the USA.

Although federal laws declare that the International System of Units is the 
preferred system of units of measurement for trade and commerce *within the 
United States*, Federal Departments, Administrations, and Agencies are not 
diligently implementing this intent of Congress.

Executive Order 12770 must be actively applied to move all 
measurement-sensitive components of the Executive Branch to full compliance 
with the intent of Congress, favoring the SI.
