In NY its built into the curriculum from a very early age. I did a bit of
research and found this at the NYS Dept. of Ed. site. The first reference I
found similar to this was for 2nd grade. Every other measurement related
reference refers to US Customary and SI measurements in a similar way. I know
my kids learned it early on. Problem like anything is use it or loose it (not
that it is so hard to get back if you don't use it all the time). My oldest
and middle kid don't use it for what they do but my youngest is staring towards
his PhD in the sciences next year, is doing current research and has his BS in
Mechanical Engineering so I am sure he uses SI every day and is well versed in
both. His NY Education probably helped.
3. Students recognize the need for standard units of measure
(centimeter and inch) and they use rulers and other measurement tools
with the understanding that linear measure involves an iteration of units. They
recognize that the smaller the unit, the more iterations they need to
cover a given length.
