It only legalizes metric it does not compel anyone to trade in it; it does not
illegalize Customary, in fact other laws require it for various things..
However, it does say a court may not refuse a contract case because the
contract is in metric. I would like to see a law that either party may require
the exchange to be denominated in metric, and perhaps it could derive from 1988
declaration by Congress (if they had any backbone) that metric is preferred for
trade and commerce, but no existing act says that.
I do my e-mail through a browser window, and my ISP does not offer a way to use
ISO date/time stamps. Further they convey your date/time to me in US style (and
EST time zone) regardless of how you specify it.

If you think about it : let x0 and x1 be 2 entities about to transact. x0 and
x1 have the inalienable right to pursuit of happiness, if they want to transact
in metric or any other system, they have an absolute right to do it and don't
need government permission.
a conflict only arises when x0 and x1 want to use 2 different systems. The law
should explicitly favor metric if 1 party want it, otherwise law is useless.
Also, we as a human species are not going to be able to deal with global
