Seems like it would require the reporter to be claiming a unique URI, no?
Yes, that's a feature to weed out duplicate reports. See section 7.2.1.1
of the DMARC spec (RFC 7489) for an example of how to come up with a
suitably unique name. I suppose for PUT you might want to use slashes
instead of exclamation marks.
Do remember that it's a feature that you can send reports for domain A to
a report recipient in domain B, so you can aggregate all of your reports
and use outsourced analysis providers.
