You've lost context. I'm not saying that REQUIRETLS is unnecessary,
I am saying that the converse of REQUIRETLS is also necessary. That
is a user should be able to express:
* Security or bust, mandatory TLS all the way even of not
mandated by standing policy.
OR
* Delivery or bust, opportunistic TLS all the way, despite
any standing policy that requires (authenticated?) TLS.
