Actually, it's not your only bet, but probably still your best bet: The newest beta release of the linux ntfs programs (http://linux-ntfs.sourceforge.net/) actually has a program to resize an ntfs file system (you'd then use fdisk or equiv to resize the actual partition). I have not tried this yet and with all the beta linux ntfs stuff, only try it after backing up anything that is important.
