When you say minimalistic and secure, I immediately think of OpenBSD
(www.openbsd.org).  I have been using it as a router/web/file server for a
little over a year now.  I absolutely hated RH 7 when I tried to do a
minimum install, worked through choosing /not/ to install all sorts of
packages only to have dependencies kick in and still installed tons of
useless junk.  I tried OpenBSD and seriously loved it.  I couldn't stop
grinning after my first install -so easy, so minimal, so functional, very
secure, great package managment.  I think the base install will take up just
under 100MB.  That'll give you everything you /need/ and a few things you'll
want.

As far as user management goes, I haven't done much being that I've only
need to setup two accounts on it both in the wheel group.  I'm sure it'll do
what you want though, you'll be very pleased.
