Are you saying then that there are other comptuers that get IPs from your DHCP server w/o any problem? Or is your laptop the only one requesting?
Once you do get an IP, how do other transfers between the two handle? Ping between Laptop and Cyrix? FTP? Telnet? or SSH? My initial suspicions would be bad connection or bad logic in DHCP.
