Seen the same thing here in CAEDM.  Try increasing the DHCP timeout to
about 30 seconds and it might work.  If not, plug a hub into his port,
sniff the packets, and see what DHCP info is getting passed around.

The reason this happens -- at least with the CAEDM systems -- is that
OIT's switches are set that when the link goes down -- even for the few
milliseconds it takes to reset the NIC -- the switch turns the port off.
Then the switch listens for some activity on the port, so when it
notices that there's something on the port that's sending packets, the
switch says "oh wait, guess I'd better turn this port back on."  That
delay can last several seconds, enough to cause DHCP to time out.
