i don't agree as a flat-out rule. generally, yes. there are many factors involved however, that make it impossible to "etiquette-it" without exception.

for example, the following reasons...

1. not everyone is a member of all lists
2. sometimes you are under a deadline and need an answer as soon as possible
3. some subjects don't apply to only one group



... usually make it not practical to have to wait until he/she has "exhausted the resources of the [first] list you choose" before moving onto the next.
