Maybe I don't understand your problem. From what I understand, you would like to use Remote Desktop Connection on your Win2000 machine to connect to a linux VNC desktop session running on your RedHat 9 box.
If this is correct, you will need to download a VNC client for your Win2000 machine (http://www.realvnc.org), start a vnc session on your RedHat box (using KDE desktop sharing or vncserver), and then connect to your RedHat box from your Win2000 box using the VNC client you downloaded. You won't need rdesktop or tsclient for what you are doing. Those would be helpful for connecting to a WindowsXP (or terminal server) box from a linux box.
