Define senior.  There are many who are technically seniors (such as
myself), but will yet be around for quite some time.  Also, this what
about graduate students, or people graduating, but remaining at the
University?  Something such as "if both the president and vice-president
*will be leaving the University within the next year*, none of the other
officers will."

Or, it could simply be a matter of making the vice-president the
president-elect, with the qualification that s/he will be there for the
next term to fulfill the presidential duty.  Leadership won't turn over
as quickly, and the vice-president (or president-elect) will be
guaranteed not to be leaving after the current term.
