This does not preclude the implementation of sigqueue().

However, my understanding is that real-time signals are processed from
lowest to highest.

It says in section 3.3.1.2
'When multiple unblocked signals, all in the rante of SIGRTMIN to SIGRTMAX
are pending, the behavior shall be as if the implementation delivers the
pending unblocked signal with the lowest signal number within that range."
