For local accounts you should not have to do anything to configure it.
telnet localhost
should just work.
However, for domain acocunts, you need to put the accounts
you allow to login in /etc/login.allow.
If anyone from a specific domain can telnet, you need to add
that usere to /etc/login.allow. You can use domain/*
to allow all users from that domain.
