it's getting hard keeping track of all the work you've done. have you taken 
each carb completely apart, soaked, and cleaned all passages?

I had a Craftsman snow blower (this is a machine we use up North to remove 
the snow from our driveways, and have it blown into the air and land on your 
lawn or neighbours property.) hehehe i had to say it!!!

this machine would not idle and surged like crazy, and would only run on 
half choke. i took the carb off cleaned it a dozen times, replaced all 
gaskets and the float, adjusted everything. it never ran right. it always 
surged.... until one day i took it to sears service dept, and the technician 
showed me a small passage i never knew  was there. he cleaned the passage 
with a straight pin. i took the carb home and installed it...well holy shit, 
the thing started on the first pull and purred like a kitten. no choking 
required.

so i wonder if your problem could be deep in one of the carbs 
somewhere...only a guess..but maybe someone who knows more about carbs could 
add or comment on this theory

If you are refering to the diaphrams..they are new and working properly.
