Paul,
The individual filters aren't going to work very will, (infact they aren't going to work at all), without some assistance. The slides open, (to extract the needles and give you more fuel), as a result of the pressure differential between the carb inlet and the manifold. By putting the individual filters on you have greatly reduced that differential, (infact .. any change in intake resistance will change the behavior of the slides).

The reason you are dying at 4.5K is because you have entered an operating range that requires more fuel, (peak fuel requirement is at maximum torque and that is at 6K on a stock Vmax) ..... The slides can't open any further and you don't get any more fuel so you die .... You can lightly cruise up to 6K because you are running on your pilot circuits and the little bit of fuel that is able to sneak around the slide needles that don't have the ability to open any further. Your current arrangement should at least be very fuel efficient, (of course if you get run over the ambulance driver is unlikely to ask you what kind of mileage you were getting).

Dynojet stage 1 and 7 kits both provide light tension slide springs and the stage 7 kit includes main air jet restrictors that are almost absolutely a requirement for individual filters, (unless you are very creative).

I have a '99 Max with:
Kerker 4:1 (dealer installed)
Factory Stage 1 Kit (dealer installed, but I had to turn out the pilot screws 3.5 to correct a lean condition and resynch the carbs)
K&N Individual Air Filters (self installed, breather on crank vent)
I have no idea what size jets are in there now, but the bike drops dead @ 4500rpm during acceleration. I can lightly cruise to 6000rpm before the power drops off.
