you need to be able to supply as much unrestricted air as possible so it can
be drawn into the engine, with the throttles closed your creating more of a
vacuum as very little air gets by the throttle plates  at low rpm E.I.:-
starting rpm and/or idle., this is a very simple explanation, but I hope you
see the reason now.
