Hi,

Since it's on chrome, you have a lot more options than paint or powdercoat.
You can try various solvents. Depending on what you have around the house,
I'd try Citrasolve first, or another citrus based solvent degreaser, then
gasoline, then mineral spirits, then Goof Off, then MEK (methyl ethyl
ketone), then Zip Strip or Strypeeze. If one of these doesn't take it off,
I'd be amazed. Use neoprene gloves, of course. Any of these should be much
more effective than a water mix detergent like Simple Green. The citrus
based degreasers are pretty amazing, considering they're not toxic.

You can also go mechanical with a chrome polish or fine rubbing compound,
but I'd go chemical first, since the mechanical approaches will leave fine
scratches.
