Personally I found the front Qualifier on my '99 to be a very good tyre both
in dry and wet conditions. I had my bike from new.
The rear was also reasonable, but not anywhere near as good as the front
proportionately.
I'm on my second set of rear Avon Super Venoms and I really think they are a
big improvement over the Qualifier rear.
I have a Super Venom on the front and am very happy with it, but the Qualifier
wasn't that much worse a front tyre than the Avon, so keep the front Qualifier
and fit a new rear after 5000miles or so. The new Avon Venom X is supposed to
be even better than the rear Super Venom I have.
Others can tell you good things about other brands also.
