I had this same problem with my 92 Vmax. The mixture screws for hole #3 & 4
were stuck hard. I tried all sorts of methods from liquid wrench to heat to
WD-40 all to no avail.
Finally I took it to a friend who owns a local machine shop. I showed him
the two stuck ones and brought him a good one to measure by. The first one
backed out as soon as the bit took hold firmly. The second had to be
drilled then chased. The new screws fit like a charm.
Take it to a shop that has some confidence in their abilities and bring
them a good carb to look at so they can look at the threads, depth of hole,
taper etc. If they know these facts they should be able to drill no prob.
As for price it only cost me what the tap was which ended up being $60.00.
Your mileage may vary. None the less it was cheaper than a new carb body.
