This is standard for the max. The regulator keeps the voltage down as revs
go up to avoid frying the battery. If there weren't a voltage regulator you
would expect that the voltage would increase as revs go up, (hence the
name), instead the voltage rises to a certain level then goes down slightly.
Believe me, this is a good thing.
The overall low voltage you're experiencing from the system is probably due
to bad connections. Follow all the ground connections from the battery to
the stator and clean them with a fine wire brush, sandpaper or steel wool.
Do the same for the positive connections. I'll bet it takes care of the
problem. Particularly check the main ground strap for the engine. Mine was
mostly painted over, and I suspect that for a lot of Maxes the main ground
is marginal.
