Phil,
You didn't mention what year your Max was... That may help explain things,
but my bike was having the same problem for several years. New batteries
only helped for a very short time. Voltages were nearly identical to yours.
A current meter showed my starter drawing about 70 amps cold or hot, so I
didn't believe the problem was there.
After cleaning all my electrical connect's, especially the three-prong
(white-wired) connector and installing a new battery, things have been
perfect for over 2 months now. The bike didn't start this good when I
bought it 9 years ago.
As Sat Tara has mentioned, check your main ground strap too.
I suggest pulling the battery and visually checking it again, new doesn't
mean much I've found out... Sulfation and broken plates can happen very
quickly.
I once rode 200 miles with no problems, stopped for gas, and when I went to
start the bike, the battery was dead. (shorted internally) They can fail
quickly...
