Steve,

I always remove the rubber plugs when I flush mine, and get quite a bit
of the old coolant out of there.  Like Dan said, you may not need to if
you flush it real good with water, but it doesn't take long to do, and
you can be more confident you've got it all.  Of course, even with the
plugs out, you should flush it good with water.
