I was hoping to get a definitive answer from DMV on this subject yesterday.
After 4 hours of hitting redial while watching TV, it was always busy! I'll
keep trying until I get the info, then I'll post the facts.

Charles,
If you're referring to an out-of-stater (or out-of-country'er) visiting
California, no restrictions. The problem occurs when a CA resident
wants to buy a non-California-approved vehicle and register it in CA.
And someone asked if an out-of-state bike would pass our emissions test;
I don't think there's a test for individual bikes in CA--new bike models
just have to be certified.
