Why cant we just pull of the upper sissy bar pad and rail assy.  and cut off 
a couple of inches from the bottom and drill new screw mounts.  It looks to 
be really easy and cheap to shorten the existing oem max sissy bar.  A local 
machine shop should have no problem.
