This is not true.  The Cleveland is based on the big block series of motors.
The Windsor is based on the small block series of motors.  The windsor
was also in alot of high performance cars including the mustang.  The
Cleveland
didn't come out until 1970 and before that the mach1 mustang and such had
the windsor engines.  Truth be told, in stock form the windsor had 290hp
and the cleveland has 300hp in 1970.  Not much of a difference.  The
cleveland
has some more torque (I don't remember the numbers of the top of my
head).  However, there is not much in the way of performance parts available
for the Cleveland anymore, and there never really was because it only lasted
a couple years.  The windsor has alot of option as far as performance parts
are concerned and is by far the better choice.  The Cleveland would take
alot
of big money to hotrod up anymore.  The windsor can use almost anything
the 302 can, plus there are stroker kits, blowers, turbos, you name it
for the 351 windsor.  Not so the cleveland.

In short you can make alot more horsepower with ALOT less money, time,
and aggravation with the windsor.
