Trevor,
The bars, IMHO, will experience their greatest amount of stress when braking, HARD.  
No other activity will put as much strain on them (except if they are used as tie-down 
points when transporting the bike).  By background, I have structural engineering 
experience and ability, which means that I can run all sorts of calculations to 
determine what the minimal wall thickness needs to be, but, it's safe to say that the 
OEM wall thickness would be the safest way to go.  And keep in mind that the wider the 
bars, the greater the stress the bars will experience.  Good Luck!

Ps. Don't even think of filling them, it won't work unless the fill material (a steel 
rod or tube, NOT conrete or epoxy) can be bonded or welded to the outer sleeve in 
order to make the two work together.  Too much work, IMHO.
