Hi Stephan It's great that you want to improve our docs! As you've noticed they have so far been sadly neglected.
A while ago I worked on a tool for transforming doxygen output into the format used on googlecode (see for instance http://code.google.com/apis/protocolbuffers/docs/reference/cpp/index.html). I gave up because our api docs weren't in a good enough state to be displayed as part of our other docs.
