It's great that you want to improve our docs!  As you've noticed they
have so far been sadly neglected.

A while ago I worked on a tool for transforming doxygen output into
the format used on googlecode (see for instance
http://code.google.com/apis/protocolbuffers/docs/reference/cpp/index.html).
 I gave up because our api docs weren't in a good enough state to be
displayed as part of our other docs.  Eventually, when they're in
better shape, I'll finish the script and we'll display them as part of
our other docs on http://code.google.com/apis/v8/intro.html.
