Note that this is only the backend support and the bare minimum for
simplified
lowering to make the tests pass. Ben will have to add the remaining bits for
simplified lowering/representation changes to make it great. Once that is in
place, we can start with Math.fround support and I'll add operators that
work on
Float32.
