should be a one-line low-risk CL.

The way we ship should be:
1. Turn the flag to true by default (that should be a 1-line CL, easy to
revert)
2. Ship in stable
3. Only after the feature has been in stable for a release, we remove the
flag and all its traces from the code.
This issue covers the technical work needed to get there (now one needs to
much about with bootstrapper.cc etc)
