"Simpler" is relative. That suggestions would require (a) extending the AST to record the difference, and (b) implementing the logic to handle it in all compilers. A desugaring on the other hand is simple logic that occurs in a single place only. Unless there is a measurable performance win from doing it primitively, I would be reluctant. (Also, the new desugaring isn't actually much more complicated than the current one.)
