New issue 3689 by [email protected]: Code serialization is broken if code embeds a global symbol.

Test case:
'use strict';
for (var x of [1,2,3]) print(x);

Iteration over [1,2,3] embeds a reference to Symbol.iterator which is a global context-independent symbol. When that code is serialized and then deserialized, the fact that that symbol is global symbol is lost Serialization should recognize references to global symbols, and deserialization should re-bind those references in new isolate.
