New issue 3731 by [email protected]: V8's gyp files should honor

Several of Chromium's trybots build Release mode with the GYP variable
dcheck_always_on=1 in order to get coverage of assertions. This variable is
honored by both the Chromium and Blink workspaces.
Issue 3728 showed that V8 doesn't appear to be honoring this setting. It's
urgent that it does to prevent regressions like this from slipping through
the commit queue. This should be a simple fix; please contact me if there's
any issue in supporting it.
