1. For flags that don't apply to V8 (or false positives), please apply
-fno-sanitize=<setting_name> to your GYP so that we can get a clean startup
run.
2. True bugs can be blacklisted provided we link to a tracking bug in a
comment.
Our goal is to reach clean startup so that we can catch regressions quickly.
