Here is the CL we've been discussing. Changes:
* use of handler bits to store feedback,
* distinguishing between out of bounds and load of the hole. The former
should
go megamorphic, the latter should retain mono/poly.
* Some new runtime functions for the feedback vector, this will be very
useful
in other work.
