New issue 4262 by [email protected]: Always add new.target to the construct
frame

Currently, we conditionally add the new.target to the construct frame
depending on if the code references the new.target lexical binding.
This does not work since the C++ API as well as Reflect.construct requires
us to always have it in the construct frame.
