This mostly just works but we do not have support for new.target in
Turbofan. Since we determine if we need to lookup the new.target based on
if the function uses the variable but also based on if the function uses
eval or with the TurboFan tests for optimization of with fails.
This means that we have a dependency on new.target being implemented in TF.
