Andreas, do you happen to know why we think the spec is actually web compatible enough? It changes behavior for simple cases like:

function foo() {
  bar();
  {
    function bar() {
      print('bar');
    }
  }
  bar();
}

which currently prints 'bar' twice but under the new spec (or at least my reading and arv's tl;dr) would throw.
