For a real-world example of why this would be good to fix: it breaks Facebook event attendee pages quite badly. The intention is that your friends are listed first and then non-friends, so you can see at a glance which of your friends are attending. With the Chrome behaviour (which I saw reappear starting today, on Chrome 8.0.552.231) they're effectively randomly ordered, forcing you to look through several pages of guests (on a big event) to find friends.
