It wasn't broken to be mean in my opinion, it was broken to gain additional points in benchmarks scores, as you yourself point out "If this bug ever gets 'fixed' you can wave goodbye to some of the nice performance results in that graph". In IE9 PlatForm Preview 3, the object creation and iteration seemed to be on par with speed of Chrome, and it was iterating in the order of insertion. I don't know how it did it internally, but the fact was, that it did and did it with good speed already...
